First look for the underlying paint problems

Question:

I have a white 1994 Buick Park Avenue and the paint is peeling, mostly around the top and back pillars. There is a local body shop that has offered to repaint the car for $1000. Should I get the car painted now, or should I wait until warmer weather? I live in South Carolina with milder temperatures.

Also, could I paint these surfaces myself by applying a little primer and white spray paint?
