I read the article on engine vacuum in the September issue of Auto Restorer and was wondering if there is any relationship between the 14.7 psi atmospheric pressure at sea level and the ideal 14.7/1 ratio of air-to-fuel mixture?

You have posed an interesting question! The stoichiometric ratio of air to fuel is the ratio at which a fuel is burned completely. Since this changes according to the characteristics of the particular fuel while atmospheric pressure at sea level remains constant regardless of what kind of a fuel is used I deduce that it is merely coincidence that gasoline’s stoichiometric ratio is 14.7:1.
